Oh. I've never read/seen Heinlein. Should I take that as a compliment? :-) *crosses fingers*

I was thinking that it wouldn't be allowed on the same ship--like if they were all stationed on a destroyer. Um, I was only talking about Brandon and Gertie.... Did I miss something? ;)

Well, fraternization doesn't just apply to dating/romantic relationships. If there's unusually close friendships, like Brandon and Tommy are best friends--that can be an equal violation of such rules. But like I said, it's more a matter of unequal ranks, especially between officers and enlisted. And since the Air Force doesn't directly have these "no serving on the same ship" rules (because apparently they haven't drafted them for fictional space ships, heh), I decided they hadn't equated/gotten as strict as the Navy (which like I said, I didn't specifically research).
